Potable recycling is another water source independent of rainfall. In Singapore, potable recycling works out at half the cost and one-third of the energy use (hence greenhouse emissions) of desalination. Singapore began a long-term plan with demonstration plants providing recycled water to industry and free bottles of drinking-quality water at public events. We would be wise to begin a similar journey.

Interesting how the author, while (somewhat) praising Melbourne's plans for a desalination plant fails to disclose that Singapore has Asia largest desalination plant - part of their 4-taps approach ...
