Flanagan gets it wrong ...
As reported in today's Chronicle, Council's director of engineering services, Kevin Flanagan, claims that MP Macfarlane has "misinterpreted council's submission to the Federal Government for funding for Water Futures". Seems Mr Flanagan believes that any claims that Council would extend testing of the recycled sewage by three to five years came from MP Macfarlane's so-called "misinterpretation".
But is he right?
Here are some comments from the Chronicle on 4 October 2005:
"In a bid to ease community concern over the safety of drinking water that began its life as effluent, Member for Groom Ian Macfarlane and Mayor Dianne Thorley have jointly announced that the CSIRO will independently test the water for three to five years before bringing it on line for consumption."
"Cr Thorley yesterday sighed when asked if she was disappointed about the delayed timeline.
"Yep," she admitted, but added that if testing were needed to "get the project up", she fully supported it. "
So, rather than being a "misinterpretation" of the NWC application, it was actually an agreement between Mayor Thorley and MP Macfarlane.
Mr Flanagan should get his fact straight before talking to reporters.

Timeframe for water testing up to 2 years
Toowoomba Council’s director of engineering services has moved to clarify the period of testing of water produced at the proposed sewage recycling plant.
Engineer Kevin Flanagan said it was always planned under Water Futures to test the water produced by the plant for a period of 12 to 24 months before allowing people to drink it but that it was possible that period could be extended.
Claims that the testing period would be extended for a period from three to five years arose after Member for Groom Ian Macfarlane’s misinterpreted council's submission to the Federal Government for funding for Water Futures.
“Our proposal, backed up by the CSIRO, is that we have 12 to 24 months’ testing which, from now, is three to five years time,” Mr Flanagan said.
Mr Macfarlane had no power to add time to the testing period.

NO-ONE will be drinking recycled wastewater until at least 2011 or 2012, three years after first proposed under Toowoomba City Councilís Water Futures project.
In a bid to ease community concern over the safety of drinking water that began its life as effluent, Member for Groom Ian Macfarlane and Mayor Dianne Thorley have jointly announced that the CSIRO will independently test the water for three to five years before bringing it on line for consumption.
This new element of the project was devised after prominent members of the community, including the Toowoomba Chamber of Commerce and Industry and developer Clive Berghofer, rang Mr Macfarlane and voiced their concerns about the perception that Toowoomba people would be guinea pigs for the nation.
Mr Macfarlane said that under the revised project, the recycled water would be pumped into Cooby Dam and tested by the CSIRO for at least three years, preferably five, before it was declared safe enough to be added to the regular water supply.
In the meantime, Toowoomba people would drink supplemented bore water from the Toowoomba basalts and Clarence-Moreton Basin.
Mr Macfarlane said the CSIRO recommended the extra testing as a way to garner community support by proving the safety of the water.
But he denied it was a "backflip".
"It needs to be proven here," Mr Macfarlane told media in his office yesterday. "The CSIRO wants to see it work and they'll test it three to five years before anyone has to drink it."

Come on Macfarlane fight this one as you are being lied about.
If they get this thing in they will put it straight back in the taps to you. This is the end game "Toilet to Tap". This would be the world first Thorley wants.

To me, it doesn't matter how long they test the water, or what they test it on, they can not provide proof it will be safe even if it gets tested for 20 years, the CSIRO should but out and let us decide. Our children will be the ones to find out in 25 years time, that the water is no good or is no longer useable. We can't always wait for someone to FUCKING die to change something or prove a point.
This is a disgusting issue that the council and anyone voting YES should be a shamed of and to walk the streets. This referendum is going to cite violence if not already. There are angry people out there, and we can't have this town become like dubbo, and it will if Thorley is allowed to continue.
I myself am very angry that Thorley is allowed to continue with this sherade, and that C2H Mil are currently in trouble in the US over other water issues, can we really trust these people and Thorley?

Mr Macfarlane said he would meet with Prime Minister John Howard next week to reiterate his support for the $68 million project.
I thought Macfarlane was in doubt, guess I was wrong. Remember to tell Howard about our kids and how we can't let our children suffer for insecure and un-inteligent council decisions like this Macfarlane, remember.
However, she said she thought it unlikely that people who had already made up their minds against the project would be swayed by any amount of research and testing.
You could only sway me if you provide me with an alternate water supply. I am not prepared to subject my kids to this so called new technology that has been around for 25+ years, and you won't get my rates until you do.

You would have to be a fool to want to drink that recycled effluent. I pity anyone who does, they must be dumb as! It is very hard for any diseases or illnesses to be traced back to the water you drank and this is what all the big water companies have jumped on. Lets recycle effluent and they will never know it was the water that made them ill! I will never touch the stuff and neither should anyone else! Wake up Toowoomba! Your Mayor will not be drinking this water, nor will any of the councillors, Beattie, Howard, McFarlane, etc. They are all rich and could fill there tanks up with bottled water without even touching there piggy banks!

If this YES vote gets up, we will not be paying our rates bills, as they will be significantly incorrect as the valuations will drop significantly, and will not be having our money put towards this project.

That was Macfarlane's view back in October 2005 before the full extent of council's misleading tactics were known to him.
He is now against the Water Futures project in its current form.

Macfarlane is one of these people on the fence, not knowing which way to fall. My guess is the TCC will slip him some do$h under the counter and he'll go YES it is fine to drink this stuff. There is no longer an issue of water here, it's now down to Money, which is what this project was all about in the first place. Dumb Thorley thought the people of Toowoomba are dumb because she has done nothing to help this city in the past 5 years that I can find would benefit the town, so she thought about recycing something she could wack the rate payers for. It's high time the public is allowed to sit in on all council meetings regardless of security, we need to know the truth, and it's behind the council chambers doors. Besides the council should be sacked for sitting out the 3 non-supporters on meetings, proves there is something fishy.

The people should go the Chambers of the Council and demand to be heard when these behind closed doors meetings are held.
These people have forgotten that WE pay them and WE are not the enemy.
Are you saying that the 3 "No" vote councillors not allowed to attend these meetings?

No, the three dissenting Councillors should be allowed in. It's just the public that will excluded from the section of the meeting which will discuss the two tier pricing arrangements for water. Expect price hikes.
