Sorry Bill, you've got it wrong.
Leave aside for a moment the fact that these journalists do no homework.
Otherwise they'd realise that the recycled water proposal was defeated by 62% to 38% at the poll in 2006.
People still think of Toowoomba as Poowoomba.
And it will take some time for that image to fade.
