A shock resignation ... Toowoomba Regional Council has parted ways with its number one bureaucrat, just seven months into the job.

CEO Phil Spencer tendered his resignation to Mayor Peter Taylor, while there's been intense speculation the working relationship with council had become strained, the Mayor says Spencer wasn't pushed.

According to sources, Spencer is in line for a golden handshake of more than $500,000 ... Director of Enviromental and Community Services Brian Pidgeon will serve as interim CEO until a permanent replacement is found.
