The new Federal Office of Water Resources ...

John Howard is planning to take control of the water crisis by creating a federal ministry of water resources, opening the way for the promotion of millionaire MP Malcolm Turnbull.

As part of a renewed effort to force the states into action, a new Office of Water Resources will be created to co-ordinate all federal departmental plans for water recycling, cleaning and marketing.

The office will be attached to the Department of Prime Minister and Cabinet, but is seen as a precursor to the creation of a full ministry later in the year.

New water chief sacked from last job

The man appointed to run a new federal Office of Water Resources was previously sacked from his job as head of the South Australian Transport Department.

Parliamentary Secretary Malcolm Turnbull has been given the responsibility for the new water office within the Prime Minister's Department.

He is reluctant to talk about suggestions his position might soon be upgraded to a minister of water.

"Well it's up to the Prime Minister to determine how he manages those issues. My job is to advise him, look after national water policy for him," he said.

The Government has recruited public servant Dr James Horne to head the new office.

He was sacked as head of the South Australian Transport Department after cost blowouts in a number of road projects.

He left the position in June with a payout of more than $300,000.
