For many years, the 4350water blog has informed readers of plans by the Toowoomba City Council (now Toowoomba Regional Council) and the Qld government to introduce recycled water for drinking in Toowoomba. It has also looked at the issue from a State and Federal perspective and dealt with related State and Federal political issues. There continues to be a need for the Toowoomba Regional Council to be completely transparent in its dealings with the ratepayers and residents of Toowoomba. There also continues to be a need for open debate on the benefits and risks of potable reuse and long-term studies on the effects on humans of drinking recycled water. Coal seam gas water is emerging as a possible alternate water source for some uses for the region. The 4350water blog is a collective effort and thanks go to its many contributors.

Framework needed for water plan: Bligh

Queensland Premier Anna Bligh says supplying water from coal seam gas fields to nearby towns could be a problem unless a regulatory framework is put in place.
Agreements have been signed by companies in the Surat Basin to supply water, that is a by-product of the extraction process, to Miles, Chinchilla and Dalby.
Ms Bligh says the Government will fast-track the framework so the agreements can be met.
"These towns have done it tough. They've suffered severe drought, population decline, if we get water out there, particularly as a by-product of another industry, then we can breathe life back into the bush in south-west Queensland," she said.

Global water publication honors town for recycled water auction

PRESCOTT VALLEY - An auction that town officials conducted this past October to sell credits for effluent (recycled water) to finance a pipeline placed the small community on the international spotlight.
London-based Global Water Intelligence Monday presented Town Manager Larry Tarkowski with the Water Deal of the Year with Distinction award, a second-place honor.
"It's very impressive to have the Town of Prescott Valley showcased on the international stage and be recognized for its creativity," Tarkowski said in a cell phone conversation shortly after midnight London time Monday. He said subscribers to the publication voted for the town to receive the honor.
The publication notified Tarkowski in February that the town was nominated for an award, and invited him to present a paper this week at its conference on Water, Finance and Sustainability 2008. Tarkowski said he will present the paper Tuesday at the conference.
The honor came after publication of a story about the auction in Global Water Intelligence, said Prescott Valley Water Resources Manager John Munderloh, who accompanied Tarkowski to the conference.
"I think it is very impressive that this worldwide community of water professionals would have recognized Prescott Valley's achievement based only on an article," Munderloh said. "I was impressed that we were recognized in that fashion since this is a fairly tight-knit, worldwide water community that we are not normally a part of."
Munderloh said he helped to write Tarkowski's paper, and paid his own way to attend the conference in Whitehall Palace. Tarkowski, who made his first trip overseas, said the magazine picked up his tab.
Tarkowski and Munderloh joined distinguished participants who included Muhammad Yunus, winner of the Nobel Peace Prize.
Tarkowki, Munderloh, Deputy Town Attorney Colleen Auer and others worked on an auction in which the town sold credits for 2,724 acre-feet of effluent credits to finance a pipeline to bring water from the Paulden area.
The Oct. 29 auction drew a winning bid of $24,650 per acre-foot for 1,103 acre-feet of credits from Water Property Investors LLC of Port Washington, N.Y.
The sale of the entire 2,724 acre-feet credits could generate more than $67 million in revenue for the Prescott Valley, town officials said at the time. Water Property Investors has the option of buying the remaining credits for 1,621 acre-feet.
The other candidates for the Water Deal of the Year award were Hyflux Water Trust IPO for creating a new water and wastewater investment model in China, Jumeirah Golf Estates for incorporating treated wastewater in large-scale real estate developments in Dubai, and the Greensands consortium for its purchase of Southern Water in England.
